Procedures and Principles Regarding Prepayments to be made by public administrations within the scope of central government; Based on the Regulation on Prepayment Procedures and Principles prepared based on Article 35 of the Public Financial Management and Control Law No. 5018 and Article 15 of the Regulation on Prepayment Procedures and Principles put into force by the Council of Ministers Decision dated 30/12/2005 and numbered 2005/9913, the General Communiqué of the General Directorate of Accounting, No. 55, was revised and published in the Official Gazette dated 19.02.2022. With the amendment, public institutions will be able to pay for the services they will receive from TÜBİTAK without an invoice.
