Cooperation with Russia on Metrology and Space Applications

Following the Memorandum of Understanding signed in October 2017 for metrological cooperation between TÜBİTAK National Metrology Institute (UME) and the Russian Technical Institute of Physics and Radio Engineering Metrology (VNIIFTRI), TÜBİTAK and Undersecretariat for Defence Industries (SSM) officials held a series of examinations in Russia on 26-28 February 2018 to develop a working partnership in metrology and space applications.

During the visit, which was chaired by Prof. Dr. Orkun HASEKİOĞLU, Vice President of TÜBİTAK, and attended by Dr. Mustafa ÇETİNTAŞ, Director of TÜBİTAK UME, Assoc. Prof. Dr. Ramiz Hamid, Deputy Director of TÜBİTAK UME, and Mehmet Fatih ENGİN, SSM official, the activities planned to be carried out regarding joint work and technology transfer, especially during the establishment of the National Time and Positioning System, were discussed.

On the first day of the visit, the delegation headed by Sergey GOLUBEV, Deputy Head of the Federal Agency for Metrology and Technical Regulation, discussed the details of the cooperation initiated between TÜBİTAK UME and VNIIFTRI on time and frequency. During the meeting, where mutual information was provided about the activities of both TÜBİTAK and the Russian Federal Agency for Technical Legislation and Metrology (ROSSTANDART), ROSSTANDART officials gave information about the Global Satellite Positioning System (GLONASS), the GPS equivalent positioning system developed by Russia, and the services it provides to other customers, and re-emphasized its readiness for close cooperation with TÜBİTAK UME within the scope of atomic clocks and their applications.

During the meeting, a request was also made by ROSSTANDART to sign a more comprehensive Memorandum of Understanding to include the activities of the relevant institutions of the Turkish Quality System (TÜBİTAK UME, TSE, MSGM).

During the visit, a meeting was also held with the participation of Sergey SAVELYEV, Vice President of the Russian Federal Space Agency (ROSCOSMOS) and other relevant officials, where possible bilateral cooperation issues were discussed within the scope of the establishment of the National Time and Positioning (Navigation) System in Turkey, including the administrative and technical activities and plans to be carried out in this context.

At the meeting, which took place with the participation of Yuriy VILKOV, Vice President of the Satellite Production Center (ISS-RECHETNEV), where presentations were made on the relevant activities, it was decided to initiate the necessary preliminary preparatory work for the transformation of comprehensive interstate cooperation into strategic activities.

After the meeting with Prof. Dr. Sergey DONCHENKO, Director of the VNIIFTRI Institute and his team, the Turkish delegation had the opportunity to visit the time and frequency laboratory that provides time and frequency traceability to the GLONASS satellite system, the national reference time production and distribution laboratory, the Cs and Rb atomic fountan clocks and Sr optical clocks laboratories, and the satellite receiver test laboratories. During the visit, the optical system that scans and controls the orbit movements of satellites with a laser was also examined on site.

Within the scope of the inspection trip, the VNIIFTRI management visited the Vremya-Ch company, where atomic clocks are produced, and exchanged views on the production of Rb atomic clocks and H lasers required both in the industry and in the positioning satellite system, and the transfer of technology for the production of these systems in Turkey.
