Within the scope of the "Capacity Building and Knowledge Transfer" program carried out by the International Bureau of Weights and Measures (BIPM), two researchers of TÜBİTAK UME took part as trainers in the "Leaders of the Future" training held in France between 7 - 18 November 2016.
Only BIPM and experts from leading national metrology institutes and international organizations were invited as trainers. 18 researchers from 16 countries representing 6 regional metrology organizations attended the training.
Since 2013, TUBITAK UME Institute Director Technical Vice President Assoc. Prof. Dr. Ramiz Hamid, who is also the Chairman of the Time and Frequency Technical Committee of the European Association of Metrology Institutes (EURAMET), gave information to the participants on "Specific Rules of Comparison and CMC Evaluation in the Field of Time and Frequency Metrology".
Since 2014, Dr. Enver SADIKOĞLU, Quality Manager of TÜBİTAK UME, who has been the Chairman of the Quality Technical Committee of EURAMET, made a presentation on "Structure of Regional Metrology Organization and Quality Management System - EURAMET Case".
Our two expert researchers also contributed to the program by moderating the group workshops held throughout the training.
The program, which was launched in 2014 in line with the decision taken at the 25th International Conference on Weights and Measures (CGPM) and financed by BIPM, with financial support from the US and Swiss Metrology Institutes, primarily aims to raise awareness of the Mutual Recognition Arrangement (CIPM MRA) among institutions and organizations involved in international metrology activities and to create human resources that can effectively take part in regional metrology organizations.
The program, which also includes the organization of trainings and workshops for the training of metrology institute personnel of developing countries, aims to increase the experience of the participants by enabling them to work as short-term researchers in BIPM and different metrology institutes.
The main objective of this first training, which took place in Paris, France, was to transfer the experience and expertise gained so far on key topics such as CIPM MRA rules, requirements, key comparison arrangement and monitoring, calibration and measurement capabilities (CMC) assessment to those who may assume the chairmanship of technical committees, subcommittees and working groups of regional metrology organizations in the short and medium term.
The program will be repeated in February 2017 as a joint event of BIPM and EURAMET and TÜBİTAK UME will take an active role in this program.
