Assoc. Prof. Dr. Baki KARABÖCE (Head of Laboratory)
Assoc. Prof. Dr. Baki Karaböce graduated from the Middle East Technical University, Faculty of Arts and Sciences, Department of Physics in 1992. He earned his MSc. degree from Marmara University, Institute of Science in 1995 with the thesis titled "Saturated Absorbtion Resonces of I2 in He-Ne / I2 Laser Optical Standards System", he completed PhD in Physics Department of Yeditepe University Institute of Science with the thesis titled “Characterization of Ultrasonic Transducers Used in Medical Applications and Investigation of Their Effects in Phantom Tissue” in 2015. He worked at TÜBİTAK UME Acoustic Laboratory from 1993 to the end of 2014, and as of 2015, he has been the founder and responsible of the Medical Metrology Laboratory. He is a board member of IEC TC 87 Ultrasonic, EURAMET Task Group Health, EURAMET Ultrasound and Underwater Acoustics Subcommitee and IEEE MeMeA-Medical Measurements and Applications. He has worked as a TÜBİTAK UME executive in 5 projects within the scope of EURAMET era-net plus, EMRP and EMPIR. In addition, he has taken part in the VirYAP-Virus spreading reduction project as manager and an participant in military and industrial projects.
He was the President of the Turkish Acoustic Association and a member of the Board of Directors. He had been in the scientific and organizing boards of Inter-Noise 2007 Istanbul Congress and National Acoustic Congresses. He has been in the organizing boards of IEEE MeMeA symposiums since 2015, and he has organized the IEEE MeMeA symposium in Istanbul in 2019 and was the symposium chairman. He is a member of TSE mirror committee in the fields of health and metrology. He is the editor of the Journal of Pediatric Diseases.
He teaches "METE 526 Medical Metrology and Ultrasonic Applications" at Gebze Technical University, Institute of Science, Physics Department, and "EEM7049.1 Analysis and Classification Methods of Biomedical Signals" at Marmara University, Faculty of Technology, Electrical-Electronics Eng.
From 1993 until the end of 2020, he has over 90 publications on Medical Metrology, Acoustics, Vibration, Ultrasonics, Gravimeters. In addition, He is the author of the chapters named "Inspection and Testing of Respirators and Anaesthesia Machines" as in the book of “Inspection of Medical Devices-for Regulatory Purposes” published by Springer (ISBN: 978-981-10-6650-4) in 2017, and named “Clinical Engineering Standards and Practices” as in the book of“Clinical Engineering Handbook 2nd Ed.” published by Elsevier Academic Press (ISBN:978-0-12-813467-2) in 2020.
The first technology transfer of TÜBİTAK UME with the IRET (Infrared Ear Thermometers) device was carried out under the leadership of the laboratory.
Dr. Cengiz BİRLİKSEVEN
Dr. Cengiz Birlikseven graduated from the Middle East Technical University, Department of Physics in 1991. In between 1986 and 1991 he worked as computer system operator in computer center of Bilkent University. In the years of 1993-1998 he worked as a research asistant in Physics Department of Hacettepe University. He earned his MSc. And PhD. degrees in Hacettepe University during his research assitantship on the subject of thin film production and characterization.
Dr. Cengiz Birlikseven started to work in TÜBİTAK UME as researcher in 1998. He worked in various UME laboratories and departments. He worked three years in UME Magnetism Laboratory as a researcher, three years in UME Electronic Workshop as chief, one year in UME Computer Center as a researcher, ten years in Time and Frequncy Laboratory. He is now working in Medical Metrology Laboratory for six months.
Dr. Cengiz Birlikseven have expert level skills and experience on the analog and digital circuit design, embedded programming, computer bus systems, vacuum system design, thin film production, cryogenics, temperature measurement and control, magnetic materials, magnetic measurement systems and devices, lasers and laser stabilization electronics.
He worked on many national and international projects (more than 15) as researcher and and project leader. Some of them as follows. He leaded the TUBITAK 1007 SAVTAG project “High Power Laser Measurement and Characterization”. It was developed a homemade 5 kW laser M2 and power measurement system. He took part on project ”Design of Fluxgate Magnetometer and Magnetic Torque Rod” for the Turkish Satellite IMECE and designed the fluxgate magnetometer electronic card in the project. He worked on the project “Development and Realization of a Two-photon Transition Stabilized Diode Laser System for Suudi Arabia Metrology Institute SASO” and designed a new electronic controller for the laser stabilization system.
Now he is mainly working on the subject of medical device design and development. Ultrasonic bladder system imaging, high-power ultrasonic theraphy, low magnetic field magnetic resonance imaging are now active research areas.
Hüseyin Okan DURMUŞ
Hüseyin Okan Durmuş graduated from the Middle East Technical University, Department of Physics in 1995. He earned his MSc. degree on the subject of Biophysics from the same university's Graduate School of Natural and Applied Sciences, with a joint program of Biology and Physics Departments, in 1998. He also worked as a specialist at Ergonomics/Human Factors Engineering and Work-Study Laboratory in the Industrial Engineering Department at METU between the years of 1995 and 2000. Later, he worked in different private sector companies making productions such as plastic injection molding and production, metal production of commercial vehicle systems, industrial rubber hose production, industrial-type aluminum pipe production for coolers, apparel industry and oil tankers transport. He worked in this companies on the system standards such as ISO 9001 Quality Management System, ISO 14001 Environment Management System, OHSAS 18001 Occupational Health and Safety Management System, ISO / TS 16949 Automotive Quality Management System, SA 8000 Social Accountability/Social Compliance, CT-PAT Security Systems, Organic Certification (GOTS, Global Organic Textile Standard), and ISM (International Safety Management) systems for the maritime industry. He is also a certified occupational health and safety specialist.
Hüseyin Okan Durmuş started the task in TÜBİTAK UME as a senior researcher in 2014 and involved in separate industrial service provisions and big-budget European Metrology Research Programme (EMRP) projects such as EARS, DUTy, and SoundPwr within EURAMET (The European Association of National Metrology Institutes) . Later, he participated in the Medical Metrology Laboratory founded newly at the end of the year 2014. In Medical Metrology Laboratory, he worked in the projects of “Portable Ultrasonic Wattmeter”, "Ultrasonic Imaging Phantom", “Infrared Ear Thermometers (IRETs) calibrator”, and “Incubator Analyzer” that these are produced as a prototype. The Infrared Ear Thermometers (IRET) Calibrator produced as a laboratory type became the first commercialized technology transfer product of UME.
In addition, he took active roles in national / international commercialization and patent application studies of portable “Ultrasonic Power Meter (Wattmeter)”, “Ultrasonic Imaging Phantom”, “Infrared Ear Thermometers (IRET) Calibrator”, and “Incubator Calibrator”. He also took part in the establishment of a laboratory in our country in the field of ultrasonics, and interlaboratory comparison / proficiency tests in the medical field such as ultrasonic power measurement, ultrasonic imaging phantom, and defibrillator.
Hüseyin Okan Durmuş, became Chief Researcher in 2019, contributes to laboratory studies in fields on ultrasonic transducer design, production and characterization, ultrasonography, ultrasonic pressure field characterization, electrical and ultrasonic power measurements, acoustical and electrical impedance measurements, temperature characterization of non-focus and high intensity focused ultrasonic transducers by means of phantoms, UV-Visible-IR spectroscopy, opto-acoustical characterization of phantoms, temperature and optical power characterization of therapy devices such as low-level laser, intense pulsed light (IPL), light emitting diode (LED) in the medical optical field, stability and homogeneity measurements of calibration baths of non-contact thermometers (IRETs), determination of acoustical parameters of hearing aids and photoacoustic effect, etc.
And now he has been working on calibration and test services in the industrial service provisions related to Medical Metrology such as Gas Flow Analyzer, Infusion Pump Analyzer, Patient Simulator, NIBP Simulator, SpO2 Simulator, Defibrillator Test Calibrator, Electrosurgical Analyzer, the International/Electrical Safety Analyzers, Hearing Aids Devices and Headset Tests, Ultrasonic Power Meter – Wattmeter, and Automatic Syringe Controller. He is also involved in VirYAP-Reduction of Virus Spread, and an EMPIR Project: RaCHy-Radiotherapy Coupled with Hyperthermia projects that are currently being carried out.
Hüseyin Okan Durmus is currently the deputy of Medical Metrology Laboratory and continues to his doctoral studies in the Department of Physics, Gebze Technical University. He has several national and international peer-reviewed publications, book chapters, and conference papers in the field of Biophysics, Work Safety, Acoustics, and Biomedical Engineering and translations on Ergonomics. In addition, he also takes tasks such as a referee, special session and technical program chair for journals such as "Journal of Ultrasound in Medicine", "Measurement", "Waves in Random and Complex Media", and symposiums and conferences such as "IEEE International Symposium on Medical Measurements and Application (MeMeA)" and "International Conference on Medical and Biological Engineering (CMBEBIH)".
Mithat ÖZDİNGİŞ,
He was born in Konya Ereğli in 1974. He graduated from Akdeniz University Electronic Communicaton Department in 2002 as an honor student. Afterward, he completed his internship for 14 months in the “Automatic Inductive Voltage Divider System” project in TÜBİTAK UME Impedance Standards Laboratory. After his internship, he worked as an assistant technical manager in the position of business planning and system installation in a company working in the field of alarm and security systems. In 2004, he started to work in TÜBİTAK UME Impedance Standards Laboratory.
He graduated from International Turkish-Kazakh Hoca Ahmet Yesevi University Computer Engineering in 2012 as an honor student. He worked actively in RF and Microwave Laboratory, in the RF power measurements of devices belonging to TAF, defense industry organizations, public and private sector companies, and electronic design and software work packages of domestic and international projects between 2012 and 2014. He worked actively between 2012 and 2014 on the RF power measurements of devices belonging to TAF, defense industry companies, public and private sector companies in RF and Microwave Laboratory. Also, he worked on electronic design and software work packages in the same laboratory. He has been started to work in the Medical Metrology Laboratory which was established in 2014. He obtained a Master's degree from Kocaeli University Institute of Science Department of Biomedical Engineering between 2015 and 2019. He continues his doctorate study at Kocaeli University at the Institute of Science in the Electronic&Communication Department.
He has knowledge about low, medium and high-level programming languages. He is a certified software developer in object-oriented programming and database expertise. He works on automation software for metrological and industrial measurement systems, deep learning, electronic circuit design and production, embedded system design and software. He is an expert in RF and microwave power measurements, DC resistance measurements, ultrasonic power measurements, ultrasonic field characterization measurements.
He has publications in international peer-reviewed journals on medical metrology, embedded systems and device production and has received the "Travel Award Medical Measurements & Applications Conference, 2019, Istanbul, Turkey".
He took part in projects for the establishment and improvement of primary and secondary level measurement systems in TÜBİTAK UME laboratories, national and international projects, international comparisons, calibration, and testing. In the Medical Metrology Laboratory, he continues his hardware, design, and software studies in the production of medical devices and systems, especially ultrasonic imaging, and the prominent project studies that he has been actively taken part in work packages to date are given below.
- Automatic measurement system and metrological calculations software in the international project of NIS (National Institute for Standards of Egypt) "N type microcalorimeter system".
- Temperature controlled furnace produce in EMPIR (The European Metrology Program for Innovation and Research) Implementing the new Kelvin (SIB01-InK) project.
- Examination of the acoustic pressure fields of ultrasonic probes of different geometries in the Presidential 100-Day Government Execution Program.
- Implementation of electronic and mechanical design, embedded system, and calibration software in the Portable Ultrasonic Power Meter Production and Commercialization project included in the feasibility report of the project of establishing a Medical Metrology Laboratory.
- Production of Portable Ultrasonic Power Wattmeter Device within the scope of Marmara University Ultrasonic Measurements Research Laboratory installation project.
Elif BAŞARAN
Elif BAŞARAN, who completed her high school education in Lafarge Aslan Çimento Anatolian Technical High School Chemistry Department and her Associate Degree in Mersin University Mersin Vocational School Chemistry Department in 2004, completed her education at Prokem Kimya San. Tic. Ltd. Şti., As a Laborant, Öntek Elektrostatik Toz Boya San. Tic. Ltd. Şti. and Ar-Metal İmalat San. Tic. Ltd. Şti. He worked in Quality Management and Control Responsibility at companies. He has been working as a Chief Technician at TÜBİTAK UME Organic Chemistry Laboratories since 2006.
