Assoc. Prof. Dr. Özcan BAZKIR (Head of Laboratory)

Özcan BAZKIR graduated from the Department of Physics in the Middle East Technical University in 1997 with a B.S. degree. In the field of Condensed Matter Physics, he received his M.Sc. and PhD degrees in 1999 and 2004, and was awarded the academic title of associate professor in 2008. He worked at the Department of Physics in the Middle East Technical University from 1997 to 2001. Since 2001, he has been working in the Optics Laboratory of TÜBİTAK UME in the fields of Optical Radiometry, Spectrophotometry and Photovoltaics.  

In the field of Detector Radiometry, he has been working on power, energy, radiance, responsivity measurements and characterizations of optical detectors sensitive to light sources in the ultraviolet, visible and infrared regions. In the field of Spectrophotometry, he has been working on specular/diffuse reflectance, specular/diffuse transmittance, absorbance measurements and calibrations of reference standards used in spectrophotometry. In the field of photovoltaic, he coordinated the project of establishing the Photovoltaic Test Center capable of performing all tests specified in IEC61215 and IEC61720 standards. In this center, using Solar Energy Simulator, Stabilization, NMOT, OET, Wet Leakage Current Test, Hail Test System, Mechanical Load, UV Measurement, Climatic Chamber, Electroluminescence, Thermal Image measurement systems he has been working on performance and safety test measurements of terrestrial photovoltaic modules/cells, measurements and evaluation of energy rating according to the IEC 61215-2, IEC 61730-2, IEC 61853 and cited standards.

In Optical Radiometry, Spectrophotometry and Photovoltaics fields besides the establishment of reference measurement systems and provision of traceability he has been giving services on calibration, training, consulting and auditing in accordance with ISO 17025 standards. In addition, for meeting the needs of national industry and enhancing the impact of UME in the internationally qualified projects he has been making research (Internal and EMPIR projects) and development activities on improving and increasing the capacity of the measuring systems.

Since 2015 he has been serving as head of TÜBİTAK UME Optics Laboratory and representing TÜBİTAK UME Optics Laboratory in technical committees of CCPR, EURAMET TC-PR and COOMET TC-PR committees.

 

Assoc. Prof. Dr. Ferhat SAMETOGLU

Ferhat SAMETOGLU graduated from the Physics Department of Baku State University in 1993, later received his doctorate degree in solid state physics from the Institute of Photoelectronics of the Azerbaijan Academy of Sciences in 1998 and the title of associate professor in the field of Optics-Photonics in 2011.

He worked at the Photoelectronics Institute of the Azerbaijan Academy of Sciences from 1995 to 1999. His main activities were: growth of Bi-Sb solid solution samples according to the extrusion method, investigation of the anisotropy and structure of the electrical and thermal properties of the samples, investigation of the effect of thermal processing on the solid solution samples with lead and tellurium additives.

In 1999, he started to work in the optics laboratory of the TÜBİTAK UME and currently continues his studies on Photometry, Radiometry, Spectrophotometry and Fiber Optics (especifically spectral irradiance, determination of spectrophotometric properties of light sources, calibration of UV-A and UV-B radiometers and performing fiber optic measurements and calibrations). Between 2002-2006 and 2012-2015, he was head of the optics laboratory.

In the field of Photometry; he carried out studies to realize the luminous intensity SI-base unit of Candela according to the detector-based approach and to measure all other photometric quantities (luminous flux, illuminance and luminance) and to establish their metrological traceabilities. In the field of Radiometry; he carried out studies to realize spectral irradiance scales (ultraviolet-visible-near infrared), electro-optical characterizations of radiometers, spectroradiometric characterizations of radiation sources, develop a method for determination of spectral responsivity of multi- junctions solar cells (European Union project), determination of temperature and angle-dependent output characteristics of different types of solar cells. In the field of Spectrophotometry; he carried out studies to develop a device for determining the color properties of light sources and surfaces (transparent, semi-transparent and opaque) under standard measurement conditions (TÜBİTAK project) and to provide metrological traceabilities to measure them and to develop an optical method for determining the refractive index of liquids at different wavelengths. In the field of Fiber Optic; he carried out studies on the development of measurement methods for calibrating power meters, attenuators and OTDR devices used in communication technologies, establishing their metrological traceabilities and research activities on fiber optic sensor applications. In 2018, he received an international patent on fiber optic sensor applications. In 2019, he was selected as expert member to the WG-CMC working group operating on fiber optic calibrations under BIPM-CCPR.

 

Şenel YARAN

Şenel Yaran graduated from the Department of Electronic Engineer of Anadolu University in 1987 with a B.S. degree

She worked in the Department of Communications of Anadolu University as a camera control engineer in the years 1987 - 1988, then in the Calibration Laboratory of the Turkish Air Forces 1st Supply and Maintenance Center as a calibration engineer in microwave in 1988 – 1995, after which she strated work in the RF and Microwave Laboratory of TÜBİTAK UME as researcher in the years 1995 - 2012. She has been a researcher in the Optics Laboratories of TÜBİTAK UME since 2012.

She worked in the measurements and uncertainty calculations of primary and secondary level power, s-parameters, impedance, attenuation and noise measurement systems’ setup and characterization at the time of the RF and Microwave Llaboratories’ establishment. She participated in comparisons for international traceability of microwave power and s-parameters by doing measurements and uncertainty calculations on behalf of TÜBİTAK UME. Additionally, she worked in the organization of country-wide comparisons between secondary level laboratories in order to determine microwave power measurements’ accuracy and reported the results to TURKAK. She takes part in studies organized by TURKAK in the field of microwave measurements as a technical specialist.

She is currently working on illuminance level, gloss, luminance, luminous responsivity, luminous flux, correlated color and luminous intensity measurements in spectrometry and photometry. She is also provading training and consultation on the measurements. She also takes part in studies organized by TURKAK as a technical specialist in the field of these spectrometric and photometric measurements.

Dr. Seval MERİÇ

Seval MERİÇ graduated from the Department of Engineering Physics of Istanbul Technical University in 1990. She completed her M.Sc. degree at the Physics Department of the University of Istanbul in 1994 with a study entitled "Investigation of semiconductor structures trapped deep level transient spectroscopy methods". She received her Ph.D from the Physics Engineering Department of Istanbul Technical University, on "optical properties, thermal analysis and micro structural characterization of tellurium tungsten oxide laser glasses doped with thulium" in 2002.

Ms. MERİÇ started work in 1991 as an assistant in the Semiconductor Laboratory of the Department of Physics within the Institute of Fundamental Sciences of the TÜBİTAK Marmara Research Center. There, her work focused on the physics of semiconductors, high-vacuum techniques, and absorption and luminescence spectroscopy.

She worked as a senior researcher in the TÜBİTAK Electronics and Cryptology Institute’s Department of Optoelectronics between 1997 and 2012, after which she transferred as a Senior Researcher to the Optical Laboratories of TÜBİTAK UME. In the Optics Laboratory of TÜBİTAK UME she has been working in the fields of Spectrophotometry and Photovoltaics.  

In the field of Spectrophotometry, she has been working on specular/diffuse reflectance, specular/diffuse transmittance, absorbance, color measurements and calibrations of reference standards used in spectrophotometry. Since 2015 she has been serving as a deputy head of TÜBİTAK UME Optics Laboratory.

 

Assoc. Prof. Dr. Cagri Kaan Akkan

Cagri Kaan Akkan, Chief Senior Researcher at TUIBITAK-UME, had his bachelor degree at the Department of Physics at Kocaeli University in 2007. In 2009, he gained his M.Sc. degree in Physics at Laser Technologies Research and Development Center of Kocaeli University. Continuously, he obtained his PhD. degree from Saarland University / Germany in Physics in 2014. His doctoral study covers surface modification of biopolymers by using high energy pulsed lasers which includes surface structuring and chemical modifications by using Pulsed Laser Deposition. Meanwhile, he worked as a researcher at INM-Leibniz Institute for New Materials / Germany for almost 5 years. In 2018, he received Associated Professorship in the field of Physics. 

During his academic life, he obtained hand-on experiences in the fields of laser material processing, high-vacuum technologies, thin film deposition techniques by using lasers and plasma systems, biomaterials and spectroscopy. He gave lectures at Boğaziçi University, TURKEY,as part-time lecturer for 7 semesters about laser & biomaterial interaction.

Since 2017, he has been working at radiometry, photometry and photovoltaic divisions of Optics Group at TUBITAK UME. Up to now, he leaded one TUBITAK research project at Boğaziçi University and joined several research projects in Germany during his doctoral study. Currently, he is collaborating with several national metrology institutes and private companies for 18SIB10 chipS·CALe EMPIR project. Furthermore he is assisting the another EMPIR Project 19NRM02 RevStdLED and supports several internal projects at TÜBİTAK-UME.

 

Dr. Zühal ALPASLAN KÖSEMEN

Zuhal Alpaslan Kösemen received her B.S. in 2006 from the Department of Physics of Istanbul University and obtained her M.Sc. from the Gebze Institute of Technology in 2009. She is currently conducting doctoral research at the Department of Physics of the Gebze Institute of Technology. Her PhD thesis and research interests involve organic electronics and photovoltaic device characterization. She started to work in the TÜBİTAK UME Optics Laboratory in 2014.

 

Gökhan YAKIN

Sivas Cumhuriyet Üniversitesi Nuri Demirağ Meslek Yüksek Okulu Metalurji ve Malzeme Bölümü'nden 2010 yılında mezun olmuştur. Malzeme üzerine faaliyet gösteren firmalarda kısa süreli olarak çalışmıştır. Mayıs 2018 yılı itibari ile TÜBİTAK UME Optik Laboratuvarında Teknisyen olarak görev yapmaktadır.
